To get the Cartridge Rack, you will find it located in the Ishimura Clinic, which is an area you’ll be required to go during Chapter 2. It should be visible sitting on top of a seat toward the left side of the room. Once you have obtained the weapon upgrade, you will need to bring the part to the bench. It provides a free Power Node and extra node paths for the Plasma Cutter with its special upgrade providing the weapon with a much higher ammo capacity.
